By misplaced guilt I mean people feeling guilty for not having to experience the unfairness, injustice, and suffering that others experience. It's one thing to recognize that one has a certain societal privilege because of race, economic status, or education and not believe that these are inherently deserved. It's another to feel guilt or shame because of it, and that seems to be a common theme these days. And yes, there are people who do believe that they deserve it. They tend to exhibit additional sociopathic behaviors.
