I fully support the approach of mass antibody testing. First, though, there needs to be pilot studies done in places where the virus is highly prevalent (NYC) and places where it is rare. This gives a true sense of its specificity, sensitivity, and predictive value.

Issuing certificates will be problematic, because these will create a new class stratification and they will be easy to counterfeit.
