Manage processes, not people. If you are managing people, there is an inherent belief that they will fail. If that’s true, then most likely the processes that are in place ( or not) are to blame. THAT needs to be managed. People need training, mentoring, and coaching, not managing.
To your point, organizations reward managers for hitting milestones and objectives, and that causes managers to bear down on their direct reports. Rarely does an organization reward a manager for mentoring and coaching, because these are difficult to measure.
