No it doesn’t. The second amendment grants the right to bear arms for members of a “well regulated militia”. The closest we have to that today is the National Guard.

I don’t know how this got subverted into the right for anyone to own a firearm, but here we are. There was a ban on the ability to purchase assault rifles a few years ago. The law was not overturned for being unconstitutional, but it did have a finite period and was not renewed.
