Probably not that black and white. There should be some rules to protect against STDs and maintain safety. My point is that if the open relationship has the potential to create some emotional harm, however mild, then it’s already a bad idea. If both people are actually ok with it, then rules are unnecessary. Of course, other people come into play and what about them?
