That’s not correct. The optic nerve is just a conduit, analogous to an electric wire. When light strikes the eye it generates electrical signals in the retina that are transmitted to the brain via the optic nerves. Once in the brain, these signals are dispersed to many sites including the occipital cortex. The interpretation of “what, where, and what to do” involves many areas of the brain. Yes, the brain does become trained to interpret visual input in certain ways, which is why it can be “tricked”
